Poor conditions are rife in Manchester’s private rented housing. Manchester City Council already has the power to tackle bad landlords through Selective Licensing – which means anyone renting out a house or flat would have to meet basic standards on repairs, contracts, and the quality of fittings and machinery in their properties. Currently, schemes like this only cover a tiny part of the city, ACORN wants to see them rolled out to every privately rented flat and house.
When these schemes are enforced properly, it means all landlords in a designated area must have a licence - just as butchers, pub owners and and taxi drivers do. Through licensing, Councils can:
1. Help crack down on Slum Landlords and ensure landlords are ‘fit and proper’ - meaning they must declare convictions for dishonesty, violence, drug-related offences, or breaches of housing, landlord or tenant laws.
2. Improve housing conditions. Each property must meet fire, electric and gas safety standards and be in a good state of repair.
3. Guarantee tenants’ homes are up to minimum safety standards, are comfortable, and well-managed.
