In September 2024, MPs voted to cut the Winter Fuel Payment for all but the country’s poorest pensioners. This brutal and unpopular decision has received backlash from charities, trade unions, and the general public. Pensioner poverty has risen sharply in Britain over the past decade, with energy companies hiking bills by obscene amounts. By removing the Fuel Payment now — with the cold weather already upon us — the UK Labour Government is pushing more pensioners and their families into fuel poverty, forcing them to choose between heating and eating. The onus is on you — as elected representatives of our city — to ensure that the citizens of Cardiff do not suffer because of decisions made in Westminster.

Despite recent complaints about budget gaps, shortfalls, and a general lack of funds, Cardiff Council has ways of raising additional revenue that aren’t being utilised. The changes made to Sections 12A and 12B of the Local Government Finance Act 1992 by The Council Tax (Long-term empty dwellings and dwellings occupied periodically) (Wales) Regulations 2022 allow councils to charge council tax premiums of 300% on “long-term empty dwellings” i.e. dwellings that have been unoccupied for over a year. Currently, Cardiff Council is making a political choice to only apply these legal maximums to a small number of empty second homes. However, there is a real opportunity for this local authority to stand up for what’s right and protect our communities.

We, along with your constituents and the people of Cardiff, demand that Cardiff Council:
- Raise council tax premiums on long-term empty dwellings in the city to their legal maximum.
- Ring fence the revenue collected through these council tax increases.
- Use this ring fenced revenue to establish a Winter Fuel Support Scheme.
